Case
The Victoria Point Development comprises a 42 storey residential apartment tower, 130 room Quest serviced apartment hotel, 8 level Bendigo Bank head office, various retail outlets, YMCA gymnasium and a 3 level car park. All of these different entities are part of the overall Owners Corporation. The building regulations of Australia (BCA) requires the building owner, in this case the Owners Corporation to maintain their building to particular standards, in particular the buildings safety features are closely regulated so that in the event of a fire or other emergency situation all of the occupants have time to leave the building in a safe and orderly manner. There is also a requirement to compile an annual essential safety certificate. Penalties for not complying with these regulations are severe and if there is an incident resulting in injury or death criminal charges will be imposed.
In today’s work environment outsourcing of tasks can be the most cost effective way to keep on top of specialist works that have changing requirements. The actual testing of the equipment within the building is always carried out by different sub contractors each specializing in their chosen field. Solution
ESCOMplus has delivered a service that electronically monitors and records the servicing and maintenance of the essential safety items. The system consists of a regimented database that logs all sub contractors works on site, all of this is managed by ESCOMplus both remotely and by site attendance. Bar-coding the many items has also been carried out which has increased the integrity of recorded data. The compiling of this data into a regimented format ensures that Stokes Perna (the Building Surveyor) has consistent data that they understand and can rely upon rather than spending time searching around a buildings looking for through often incomplete log books that have to be rectified proir to issuing the annual certificate. The service provides access to reports over the internet which the building manager can access at his/her convenience. Having Stokes Perna as part of the service is invaluable with the aspect of keeping up to date with the changes to the BCA. They are able to advise when changes to the BCA testing regimes will be in the building owner’s best interest. A current example of this is the change in legislation to AS 2118.1 which will now allow the weekly testing of sprinklers to be changed to monthly there by reducing the amount of tests done from 52 to 12 and at the same time it dramatically reduces the amount of water used in carrying out these tests.
